About The Instructor

As Chief Administration Officer (CAO), Bill Spinelli, ensures the Sheriff's Office administrative departments are delivering the required services in a consistent, efficient and responsible manner while providing commendable customer service. This office provides guidance, direction, coordination and leadership of BCSO services and initiatives. 

Before joining BCSO on September 30, 2019 Bill served as the Controller of the City of Orlando, Director of Finance of the City of Leesburg, Florida, and the Accounting Operations Manager of the City of Tampa.  
Bill retired as a Chief Petty Officer in the US Navy Reserves in 2010.  His medals include the Army Commendation Medal, Navy Achievement Medals, and the Afghanistan Campaign Medal.  

CAO Spinelli serves on the Florida Institute of Certified Public Accountants (FICPA) State and Local Government Committee.  He is a Board Member for the Florida Government Finance Officer Association (FGFOA).  

Bill earned his Master of Business Administration and a Bachelor of Science in accounting from St John's University in Queens New York.  He is a licensed CPA in the State of Florida.
