Advocacy Alert: FICPA’s priority legislation filed in Florida House and Senate

Rep. Omar Blanco and Sen. Joe Gruters, CPA, on Tuesday filed HB 333 – Public Accountancy and SB 364 – Public Accountancy in the Florida House and Senate, respectively. These bills are part of FICPA’s 2026 legislative priorities.
This legislation proposes four key reforms.
1. Promoting Innovative Pathways to CPA Licensure: The bills introduce multiple licensure options for CPA candidates, providing more options and flexibility while maintaining the required accounting and business knowledge:
- Current Path: 150 semester hours, one year of experience and passage of the CPA exam.
- New Pathway 1: Master’s degree in accounting/finance, one year of experience and passage of the CPA exam.
- New Pathway 2: Bachelor’s degree in accounting/finance, two years of experience, and passage the CPA exam.
New Pathway 3: Bachelor’s degree in any field, with coursework in accounting/finance, two years of experience, and passage of the CPA exam.
*Note that all pathways require accounting and business concentrations, as prescribed by the Florida Board of Accountancy, from an accredited college or university.
2. Strengthening and Enhancing Florida’s Practice Privileges: The bills create automatic mobility for CPAs licensed in other states to serve clients in Florida. Practice privileges are granted under a “no notice, no fee” model if the CPA holds an active license in good standing. Minimum requirements include a bachelor’s degree and passage of the CPA exam.
3. Streamlining Florida’s Licensure by Endorsement Process: The bills create the most efficient system in the nation for out-of-state CPAs to become quickly licensed here in Florida. CPAs who hold an active license in good standing, who have passed the CPA exam and who hold at least a bachelor’s degree will become licensed Florida CPAs upon application.
4. Advancing Efficiency in the Licensing Process: The bills include provisions to make Florida a leader in good government and effective, pro-business licensing, supporting business and workforce growth. The CPA profession in Florida is committed to protecting the integrity of the CPA license while working with our legislative partners to make Florida a national model.
This legislation represents the continuation of the FICPA’s multi-year effort to modernize the CPA licensure process in Florida.
As a reminder, this same legislation passed the Florida Senate unanimously last year, demonstrating broad bipartisan support. Although the bill did not receive a final vote in the House before the close of the 2025 Session, the FICPA has remained active, consistently building support for this important legislation.
Similar legislation has passed in nearly 30 other states, and the FICPA is excited to bring this transformational legislation forward once again for the profession.
The FICPA is leading the way in shaping a modernized, effective licensure model for Florida CPAs. These proposals reflect years of collaboration, analysis and advocacy – all focused on strengthening the profession, supporting the pipeline and protecting the value of the CPA license.
Protecting and promoting the CPA license remains the FICPA’s No. 1 priority.
