Overview

This Florida Board of Accountancy-approved ethics course, developed by the Florida Institute of CPAs (FICPA), delivers an in-depth exploration of ethical and professional standards tailored specifically for CPAs working in government and public-sector environments. It equips participants with the knowledge to navigate the unique regulatory, ethical, and accountability expectations placed on governmental finance professionals in the state of Florida.

Designed to satisfy the state’s ethics CPE requirement, the course addresses Florida Statutes (Chapters 455 & 473), the Florida Administrative Code (61H1), and the Code of Ethics for Public Officers and Employees (Chapter 112, F.S.), alongside the AICPA Code of Professional Conduct. Through practical examples, peer review insights, and disciplinary case studies, participants will gain a heightened understanding of ethical decision-making frameworks and statutory compliance relevant to governmental roles.

Designed For

This course is designed to help Florida licensees working in or serving the public sector meet the requirements for ethics continuing education. 

Objectives

This course is designed for CPAs serving in governmental and public-sector roles and fulfills the biennial ethics requirement for Florida CPAs. It provides a comprehensive examination of the ethical and regulatory frameworks that govern accounting professionals in government settings.

Upon completion of this course, participants will be able to:

  • Apply ethical principles from the AICPA Code of Professional Conduct, Florida Board of Accountancy rules, and the Code of Ethics for Public Officers and Employees.
  • Interpret the Florida Statutes (Chapters 455, 473, and 112) and the Florida Administrative Code (61H1) as they pertain to government accounting and ethical obligations.
  • Evaluate the CPA and CGFO disciplinary processes, including complaint handling, common violations, and case outcomes.
  • Understand key standards of governmental ethics including conflicts of interest, whistleblower protections, prohibited conduct, and public accountability.
  • Identify emerging ethical challenges in the public sector, including fraud risks, artificial intelligence (AI), data privacy, and transparency.
  • Recognize the implications of legislation, Yellow Book audit standards, peer review findings, and compliance expectations for CPAs in government.

Leader Bios

William Blend, Shareholder, Forvis Mazars

Bill Blend is a Managing Director at Forvis Mazars and is part of the Public Sector Governmental Practice in the State of Florida.  He has over 30 years of public accounting experience. 

This experience includes extensive work in auditing and consulting governmental entities including municipalities, counties, school boards, and special districts. He is responsible for the planning of large, medium and small government audits. Through his career he has participated in all phases of an audit including; planning, performing, supervising, reviewing and preparing financial statements. He is qualified to perform audits in accordance with Government Auditing Standards, Federal Single Audit Uniform Guidance, and Florida Single Audit requirements.
 
Bill is a Certified Fraud Examiner and has performed multiple litigation and consulting engagements involving fraud and other forensic accounting issues. 

Bill is a member of the Florida Board of Accountancy currently and served as the Board Chair in 2023. He recently completed a three-year term on the AICPA State & Local Government Expert Panel.  He was appointed to the Governmental Accounting Standards Advisory Council (GASAC) committee representing the National Association of State Boards of Accountancy (NASBA).

Beyond his qualifications for performing services for his governmental clients, he has also audited and performed consulting work for Not-for-Profit, Construction, Trucking, Health Care, and other Middle Market entities. Bill regularly performs training for organizations such as the AICPA, FICPA, FGFOA, and internal continuing education courses. He has been recognized by the FICPA as Outstanding Discussion Leader four times. He has also spoken in other States such as Massachusetts, Georgia, and Iowa.
