Legislative Update: Gov. DeSantis signs budget and tax package

Gov. Ron DeSantis on Monday signed into law both the State of Florida’s Fiscal Year 2025-26 budget and its annual tax package. On Friday, the governor was presented with the final 12 bills from the 2025 Legislative Session, including SB 2500, the General Appropriations Act.
The Legislature on June 16 passed a $115.1 billion budget, with Gov. DeSantis then excising $576 million in line-item vetoes. The budget goes into effect on July 1.
The $1.3 tax package, HB 7031, one of the largest tax-cut packages in Florida history, was also signed Monday. Key provisions include the elimination of the business rent tax (effective Oct. 1, 2025), the repeal of the aviation fuel tax (Jan. 1, 2026) and a permanent Back to School Sales Tax Holiday each August. The package also creates new exemptions for emergency supplies and Florida State Park admissions and introduces corporate tax credits and reforms aimed at housing, rural investment and local tax policy.

Governor’s bill activity
One the Legislature passes a bill, the governor may either sign it into law, veto it, or allow it to become law without a signature. Gov. DeSantis recent bill actions are outlined below. With only a few measures still awaiting a decision as of this writing, the legislative season is nearing a close. In the interim the FICPA will continue to monitor agency rulemaking and implementation of newly passed bills and various other political actions.

What’s next?
With the 2025 Legislative Session now officially concluded, Legislative Update will move to a biweekly schedule throughout the summer and fall, beginning Friday, July 18.
The Florida Legislature will return for Interim Committee Meetings beginning Oct. 6, making for a quick turnaround before the 2026 Session ramps up.
