Legislative Update: FICPA's legislation seeks to modernize licensure

On Tuesday, Rep. Omar Blanco and Sen. Joe Gruters, CPA, filed HB 333 – Public Accountancy and SB 364 – Public Accountancy in the Florida House and Senate, respectively. These bills are part of FICPA’s 2026 legislative priorities. To read the details of the bills, please find the FICPA Advocacy Alert here. 

This legislation represents the continuation of the FICPA’s multi-year effort to modernize the CPA licensure process in Florida.  

As a reminder, this same legislation passed the Florida Senate unanimously last year, demonstrating broad bipartisan support. Although the bill did not receive a final vote in the House before the close of the 2025 Session, the FICPA has remained active, consistently building support for this important legislation.  

Similar legislation has passed in nearly 30 other states, and the FICPA is excited to bring this transformational legislation forward once again for the profession. 

The FICPA is leading the way in shaping a modernized, effective licensure model for Florida CPAs. These proposals reflect years of collaboration, analysis and advocacy – all focused on strengthening the profession, supporting the pipeline and protecting the value of the CPA license. 

Protecting and promoting the CPA license remains FICPA’s No. 1 priority. The FICPA will continue to keep members informed as these bills move through the legislative process. 


Legislature Holds Third Interim Committee Week in Tallahassee 

Legislators returned to the Capitol this week to conduct business, review policy proposals and continue hearing the first round of bill presentations. The rhythm of the upcoming 2026 Legislative Session is starting to take shape, and activity is steadily increasing across committees. 

As of this week, more than 400 bills have been filed in the Florida Legislature, a pace consistent with this time last year and a clear sign that the Legislature will be taking on many issues this Session. From broad tax proposals to regulatory updates, legislators are setting the stage for another dynamic Session. 

Throughout the week, the FICPA Governmental Affairs team remained actively engaged in the process, meeting with lawmakers to share FICPA’s key priorities. These conversations are helping to strengthen relationships and ensure that the CPA profession continues to be well-represented in Tallahassee ahead of the 2026 Legislative Session.

Countdown to CPA Day at the Capitol

The countdown is on to CPA Day at the Capitol on Dec 3. Time is running out to join the FICPA and your peers to promote the value of the CPA license and use your voice to support the CPA profession. No one tells your story better than you.  

Last year’s Day at the Capitol played a vital role in our advocacy efforts, as more than 100 participants took meetings or delivered legislative materials to every single member of the Florida House and Senate. The FICPA is already on track to have record attendance this year. Register today to advocate and promote the value of CPAs during one of the most impactful times for the profession.


Governmental Affairs Meets with FICPA Chapters; Rep. Partington Visits with Volusia

As legislators returned to their home districts in recent weeks, the FICPA remained active across the state, continuing important conversations about the 2025 Session and the priorities shaping the road to 2026. 

Chief External Affairs Officer Jason Harrell traveled to meetings of the FICPA's Volusia and Palm Beach Chapters, presenting a series of legislative updates. These presentations provided a behind-the-scenes look at the FICPA’s advocacy efforts, a recap of key outcomes from the 2025 Legislative Session and an overview of emerging policy issues that could impact the profession in the year ahead. 

The FICPA was also honored to be joined at the Volusia Chapter event by Rep. Bill Partington, a member of the Volusia County Legislative Delegation. Rep. Partington shared valuable insights into his legislative priorities for 2026 and the issues he is closely monitoring in his district and across Florida. 

The FICPA appreciates Rep. Partington’s ongoing engagement and commitment to understanding the perspectives of Florida’s CPAs. The FICPA looks forward to continuing to work with him, and with all members of the Florida Legislature, to represent the profession in Tallahassee.
