Mark E. Holcomb is a partner in the Tallahassee office of Dean Mead, and has practiced state and local taxation law for over 32 years. He regularly represents clients before the Florida Department of Revenue and local taxing authorities, and in resolving tax controversies through judicial and administrative proceedings.  Mr. Holcomb advises clients on a broad range of state and local taxes and planning opportunities.  

Mr. Holcomb is a past Chair of the Tax Section of The Florida Bar and a former Director of its State Tax Division.  He was named the Gerald T. Hart Outstanding Tax Attorney of the Year (2014-15) by the Tax Section of The Florida Bar and the Tallahassee Tax Lawyer of the Year (2012) by U.S. Media Group and Best Lawyers.  Mr. Holcomb is also a member of the Executive Council of the State and Local Tax Committee of the American Bar Association Tax Section.

Mr. Holcomb was named to the Florida Trend Legal Elite Hall of Fame in 2017, has been recognized in The Best Lawyers in America, Chambers USA – America's Leading Business Lawyers, and Florida Super Lawyers, and has received the highest peer rating from Martindale-Hubbell for the past 18 years.  He is a member of the Advisory Board of the Paul J. Hartman Memorial State and Local Tax Forum, a member of the Institute for Professionals in Taxation and the Tax Counsel Network, and a member of the Board of Directors of the Independent SALT Alliance. 

Mr. Holcomb earned his B.A. in 1982 from the University of Florida, where he elected to Phi Beta Kappa, and his J.D., with high honors, in 1985 from the Florida State University College of Law, where he was elected to the Order of the Coif and was a member of the Florida State University Law Review and the Journal of Land Use and Environmental Law.
