Clinnie Biggs is a director in RSM’s Healthcare Consulting practice. He has over 30 years of experience and expertise specializing in the health care industry. Clinnie has served on many engagements for hospitals, health systems, academic medical centers, physician practices, oncology hospitals and physician practices (both for-profit and not-for-profit), retail pharmacy, genetic and reference laboratories, health plans and life science companies (pharmaceutical and bio-tech). He performs revenue cycle diagnostic assessments (both rapid and full assessments), transformations (redesigns) and implementations, charge description master (CDM) charge capture/entry/integrity standardizations, revenue cycle information technology assessments, implementations and optimizations (EPIC, Cerner, Soarian, MediTech, AllScripts and GE Centricity), internal control reviews, managed care contracting assessments, redesigns and implementations, benchmarking and financial performance analysis, financial and accounting management and due diligence on business acquisitions and bankruptcy. Clinnie has assisted clients with a number of complex regulatory requirements, including Code of Federal Regulation (CFR), Medicare, Medicaid, regulatory compliance risk assessments, Emergency Medical Treatment & Labor Act (EMTALA), Employee Retirement Income Security Act (ERISA), Health Insurance Portability and Accountability Act (HIPAA), Health Information Technology for Economic and Clinical Health (HITECH) and Americans With Disabilities Act (ADA) Accessibility Guidelines For Buildings And Facilities - Architectural Barriers Act (ABA) Accessibility Guidelines. 

Prior to joining RSM, Clinnie had a 16-year career at a Big Four firm which followed a 14-year career in for-profit and not-for-profit health care (mostly health systems). There, he was responsible for meeting and exceeding key performance indicators, leading and implementing cost avoidance, pay-for-performance, federal and state regulatory compliance and clinical centers of excellence strategies to place his health systems in a strong, competitive position.
