Managing PartnerBlalock Walters, P.A.Mr. Jonathan Fleece received his J.D. Degree and Certificate in Health Law Studies from St. Louis University School of Law. Mr. Fleece, a shareholder and managing partner of Blalock Walters, P.A., is a Florida Board Certified Health Care attorney, and has years of experience in various health care settings, including a non-profit academic medical center with a large physician group practice and hospital. Mr. Fleece has extensive experience providing counsel to physician medical groups, hospitals, hospice providers, physical therapy companies, health care management companies, ancillary health care providers, ACOs, pharmacies, health information technology companies and managed care entities such as IPAs and Medicare Advantage Plans.Mr. Fleece regularly works on health care transactions of all types, such as private equity deals, sales, purchases, and integration. Jonathan counsels and advises clients regarding numerous ways to take advantage of the opportunities in the midst of health care reform. He specializes in crafting effective health care ventures of all sorts. He routinely audits and analyzes existing and proposed arrangements to ensure that providers assume minimum risk under fraud and abuse, fee-splitting statutes, Stark II and related anti-referral laws. He is familiar with Medicare, Medicaid and private carrier rules and regulations regarding reimbursement, coding, documentation and billing guidelines. He frequently advises clients on medical staff issues and bylaws, licensure and disciplinary actions, professional liability and risk management issues, and medical records and patient confidentiality issues. Attorney Fleece has the ability to guide clients through a step-by-step compliance process for health care laws. He also has focused his practice on general corporate, wealth preservation, and medical real estate development projects.Mr. Fleece is a member of the American Bar Association, the Florida Bar, the Missouri Bar, the Illinois Bar, American Health Lawyers Association, the Manatee County Bar Association and the Sarasota County Bar Association. He serves as special counsel to various Medical Societies in Florida. Jonathan currently serves on the Board of Directors of Stratum Health System (a/k/a Tidewell Hospice). He is past Board Chairman for the Manatee County Chamber of Commerce and Past Chair of the Chamber’s Health Care Committee. Mr. Fleece is Past-Chair of the Manatee County Economic Development Council. He is a prior Ear Research Foundation Director, and is a former Vice Chair of We Care Manatee, Inc. He is a past member of the Florida Bar Health Law Certification Committee.
