Robert S. Goldman

ROBERT S. GOLDMAN is of Counsel with Dean Mead & Dunbar in Tallahassee.  He has practiced in the state and local tax field for over 30 years, representing clients in all phases of state and local tax matters, including audits, protests, litigation, legislation, and tax planning.  This experience includes all the major state and local taxes (sales taxes, property taxes, corporate income taxes, communications service taxes, documentary stamp taxes.) It also spans diverse industries, including retailing, manufacturing, energy, leasing, hospitality, telecommunications, government contracting, health care, transportation, and the service sector. In 1996, Mr. Goldman was appointed by Governor Lawton Chiles to the Florida Telecommunications Taxation Task Force.  In the year 2000 he participated in the nation's first major legislative reform of state and local taxes on telecommunication services, resulting in legislation consolidating and simplifying Florida's multiple levies. He has also chaired various Florida Bar tax committees.  In 2010 he co-authored Florida property tax legislation revising the burden of proof and other procedural aspects of ad valorem cases. He served on the Steering Committee of the National Tax Association Communications and Electronic Commerce Tax Project. He has written and lectured extensively in the state and local tax area and has served as an instructor at sales tax and income tax schools offered by the Institute for Professionals in Taxation. Mr. Goldman has been recognized in Florida Trend magazine's Legal Elite and in Super Lawyers, and was named Best Lawyers' 2014 Tallahassee Lawyer of the Year in State and Local Tax. He holds a Bachelor's degree in Aerospace Engineering from Georgia Tech and a law degree from the Florida State University College of Law.
