MARK E. HOLCOMB, ESQ., is a partner in the law firm of Madsen Goldman & Holcomb, LLP in Tallahassee, Florida, where he has practiced state and local taxation law for over 27 years. He regularly represents clients before the Florida Department of Revenue and local taxing authorities, and in litigation at the trial and appellate levels. Mr. Holcomb advises clients on a broad range of state and local taxes, including corporate income and franchise tax, sales and use tax, documentary stamp tax, communication services tax, insurance premium tax, ad valorem tax and motor fuels tax, in tax controversy work and in planning opportunities. Mr. Holcomb is a past Chair of the Tax Section of The Florida Bar and a former Director of its State Tax Division. He regularly speaks on state and local tax issues before professional and industry groups, and is a member of the Advisory Board of the Paul J. Hartman Memorial State and Local Tax Forum, the Institute for Professionals in Taxation, the Tax Counsel Network, and the Independent SALT Alliance. Mr. Holcomb has been recognized in The Best Lawyers in America, Chambers USA – America’s Leading Business Lawyers, Florida Super Lawyers and the Florida Trend Legal Elite, and has received the highest peer rating from Martindale-Hubbell for the past 15 years. Mr. Holcomb earned his B.A. in 1982 from the University of Florida, where he elected to Phi Beta Kappa, and his J.D., with high honors, in 1985 from Florida State University, where he was elected to the Order of the Coif and was a member of the Florida State University Law Review and the Journal of Land Use and Environmental Law.
