William D. Shepherd

William D. Shepherd is general counsel for the Hillsborough County Property Appraiser where he has represented the office in all property tax matters since 1997.

During the course of his career he has represented both property owners and county property appraisers in property tax matters and both property owners and taking authorities in eminent domain matters. He has litigated all types of property tax cases including real estate and tangible personal property valuation cases, exemption issues and agricultural classification challenges.

He has litigated real property tax cases involving hotels, apartment complexes, office buildings, automobile dealerships, golf courses, sports arenas, luxury single-family homes and vacant land.

Mr. Shepherd was also counsel on numerous appellate decisions in the property tax field. He is a graduate of the University of South Florida in Tampa and the John Marshall Law School in Chicago, Illinois. He is also an adjunct faculty member of Hillsborough Community College.
