Mr. Hicks will address the basics of tangible personal property reporting as outlined in state law as well as common filing questions and errors. Mr. Love will discuss the collections process, including the risk of garnishment of bank accounts and the levy, seizure and auction of tangible personal property.
Keith Hicks is the Chief Appraiser for Duval County Property Appraiser Jim Overton. The office is responsible for assessing all real and tangible property within the county for the purpose of taxation. Hicks oversees the appraisal operations as well as the recording and field functions of the office. Hicks served as Chief of Residential Appraisal and Chief of Commercial Appraisal prior to his appointment to his current position in 2010. Before joining the Property Appraiser's Office in 1997, Hicks was a private real estate appraiser and worked in commercial real estate. He is a Residential Evaluation Specialist, Certified General Appraiser and Certified Florida Evaluator, and holds Bachelor's degrees in both Finance and Real Estate from Florida State University.
Michael C. Love serves as Chief of Tax Operations for Duval County Tax Collector Michael L. Corrigan and shares in the responsibility of the collection of Tangible Personal Property taxes. He has over 10 years of experience in government accounting, most recently serving as Director of Finance for the Nassau County Tax Collector's Office. At the state level, he was in charge of the Continuing Professional Education program offered to Certified Public Accountants and Tax Collectors for three years. He is a former small business owner of 13 years and is a graduate of the University of Georgia.
