Government Shutdown Affects Taxpayers, Practitioners
Journal of Accountancy

Tuesday's government shutdown affects taxpayers and tax practitioners in a number of ways. Many non-essential IRS functions will shut down, including all taxpayer services, as well as audits and examinations. However, no filing deadlines are postponed and return processing will continue. The federal courts also will stay open, at least for now.

SEC Exempts Accountants from Municipal Advisor Registration

Earlier this month, the Securities and Exchange Commission adopted final rules regarding the registration of municipal advisors under the Dodd-Frank Act that included an exemption for accountants who provide a range of audit and attest services.

Dodd-Frank established the registration requirement to regulate those who provide advice relating to the issuance of municipal securities, to make sure they comply with certain training, qualification and conduct standards.

Under the original, temporary regs, the SEC was going to exempt only accountants who were preparing or auditing financial statements. However, after receiving a number of comment letters, it expanded the audit and attest services that can be provided without requiring registration.

Tech Tip
How Well Do You Know Internet Explorer?

Take this test and find out now!

  1. How do you expand an Internet Explorer (IE) browser window to full screen?
  2. Why would you set IE to cache every web page you visit to your hard drive, so next time it loads from your computer and not from the Internet?
  3. How do you set the default opening web page?
  4. How might you find a website you viewed several weeks ago?
  5. How do you browse the web without leaving telltale history or other signs of your browsing activity on a computer?

  1. Press the F11 key.
  2. Frequently viewed web pages cached to your hard drive open faster, especially for those with slow Internet access. (This technique works better for static web pages – such as shopping sites, search engines, or online dictionaries – than for frequently updated pages such as newspapers or weather pages.) To use this option, select Internet Options, Browsing History Settings, Never.
  3. Display the web page you want as your default, select Internet Options, and on the General tab click the Use current button.
  4. Click the Favorites star icon in the upper left corner, select the History tab and scroll through your history listing.
  5. Press Ctrl+Shift+P to open an InPrivate browsing session.

How did you do? To learn more about technology, the FICPA invites you to attend a technology course, conference or webinar; or get involved in the Business Technology Section and Listserv. Why not sign up today?
